Types of Ethical Frameworks

There is more than one way to decide whether something is right. Some frameworks are built for one industry; others are built around one belief about what makes an action good. CBSE splits them exactly that way.

1Two main types

The split
Ethical frameworks for AI are categorised into two main types: sector-based frameworks and value-based frameworks.

2Sector-based frameworks

Sector-based
A sector-based framework is tailored to one particular sector or industry. The common example in AI is Bioethics, which is for healthcare — patient privacy, data security, and the ethical use of AI in medical decisions.

Sector-based frameworks also exist for finance, education, transportation, agriculture, governance and law enforcement. Each sector has its own particular ways of going wrong, so each needs its own checks.

3Value-based frameworks

Value-based
A value-based framework focuses on the fundamental ethical principles and values that guide a decision. It judges the moral worth of actions rather than the needs of any one industry. There are three kinds.
i. Rights-based
Prioritises the protection of human rights and dignity, valuing human life above other considerations — autonomy, dignity, freedom. For AI: making sure a system does not violate human rights or discriminate against a group.
ii. Utility-based
Judges an action by how much overall good it produces, aiming for the greatest benefit to the greatest number and the least harm. For AI: weighing the benefits of a system against the risks it brings, such as job loss or loss of privacy.
iii. Virtue-based
Looks at the character and intentions of the people making the decision. It asks whether they acted with honesty, compassion and integrity. For AI: whether the developers, users and regulators upheld those values throughout.

Three umpires, one decision

A rights-based umpire asks: was anybody’s right taken away? A utility-based umpire asks: which decision does the most good overall? A virtue-based umpire asks: did the player behave honestly? Same match, three different questions.

The trap the 2026 paper set
Bioethics is sector-based, not value-based. It is tailored to one sector — healthcare. The board offered an assertion saying it is value-based, with a perfectly true reason attached, to see who was reading carefully. Learn this one sentence and you cannot be caught.

A sector-based framework is tailored to a particular sector or industry and deals with the ethical issues that arise in that field — for example Bioethics, which is used in healthcare.
A value-based framework is built on fundamental ethical principles and values that guide decision-making generally, and judges the moral worth of actions. It may be rights-based, utility-based or virtue-based.

2
Assertion (A): Bioethics is an example of a Value-based Framework for AI.
Reason (R): Bioethics deals with ethical issues related to health, medicine and biological sciences.CBSE board exam 2026

▶Show the answer

(A) is false, but (R) is true. Bioethics really does deal with health and medicine — and that is exactly why it is a sector-based framework, not a value-based one. The reason given is the proof that the assertion is wrong.

3
Assertion (A): Virtue-based framework focuses on the character and intentions of individuals involved in decision-making.
Reason (R): Virtue-based framework evaluates whether actions align with principles such as honesty, compassion and integrity.CBSE sample paper 2025–26

▶Show the answer

Both (A) and (R) are correct, and (R) is the correct explanation of (A). Focusing on character means asking whether people acted with honesty, compassion and integrity.
